The Centre for Excellence and Innovative in Infrastructure Delivery (CEIID) has identified a series of projects to be undertaken as part of its infrastructure reform program.
These projects have been aligned with five dimensions: Governance, Policy and Process, People and Skills Development, Technology, and Strategic Sourcing.
The key areas within each dimension are:
Governance
- Establishment of the Program Management Office;
- Regional works procurement initiatives;
- Benefits Realisation Analysis and Reporting that compares reform achievements against expected objectives and deliverables;
- Reporting; and
- Communications.
Strategic Sourcing:
- Exploring alternative project delivery mechanisms such as alliance contracting and strategic partnering;
- Standardised suite of contract documents and specifications built from toolkits that include libraries of standard clauses;
- Developing a set of consistent project costing and estimating business rules;
- Sharing market knowledge and intelligence; and
- Industry liaison.
Policy and Processes:
- Policy and Processes – the range of projects in this dimension include best practice;
- Project management methodologies;
- The Gateway Review Process;
- Value management studies;
- A common approach to contractor performance monitoring and management;
- A review of works procurement policies; and
- A review of the Public Works Act.
People and Skills
- Knowledge Network Forums to encourage the sharing of information and learning experiences.
- Graduate program to be offered within the CEIID Program Management Office and working on CEIID projects; and
- Seeking common approaches to skills development and training across the infrastructure agencies
Technology
- Ensuring common technology systems are operating across the CEIID member agencies – for areas such as project management, contract development and management, asset management, and property management.
